In 1989, Dr. Luo was one of the first physicians in the area to perform surgery to correct nearsightedness. The development of the excimer laser has revolutionized the correction of nearsightedness, astigmatism and farsightedness, and now laser vision correction has become a main area of concentration in his practice. He has performed thousands of laser vision correction procedures.
Dr. Luo opened the Progressive Surgical Institute at 201 E. Laurel Blvd. in Pottsville in 1999 and in 2003 he opened Progressive Laser Surgical Institute at 1300 Broadcasting Road in Wyomissing. Both surgery centers recently received the certificate of excellence award from the Pennsylvania Healthcare Cost Containment Council. This award was presented to the Institutes for its commitment to improving the quality and cost of healthcare throughout the state of Pennsylvania.
Today Progressive Vision Institute has grown to eight locations in eastern Pennsylvania including: Pottsville, Wyomissing, Allentown, Easton, Shamokin, Oaks, Philadelphia (Bustleton Avenue) and Philadelphia (Lehigh Avenue).
Dr. Luo and his staff have introduced advanced laser and surgical treatments for vision correction and treatment to the area. These treatments include: laser glaucoma treatment, macular degeneration treatment, advanced cataract treatment, diabetic retinopathy, pediatric eye care, oculoplastics and laser vision correction (LASIK, Zyoptix Customized and Restor®Lens).
Dr. Luo also is a member of the International Society of Refractive Surgery, and American Society of Cataract and Refractive Surgeons. He is the founder and CEO of Progressive Vision Institute and the president of Progressive Surgical Institute.
He has lectured throughout the United States and Asia, even performing live phacoemulsification cataract surgery before an audience of thousands of ophthalmology colleagues.
Dr. Luo has served on the Pennsylvania State Board of Medicine and currently is a Trustee of Temple University. Additionally, he serves as a governing board member of Temple University Health System and Fox Chase Cancer Center and Hospital.
Often noted to be a “visionary”, Dr. Luo has co-founded Philadelphia Commercial Bank and Lynthera Vision Research, Inc. He is a partner of Acorn Taiwan VC, Shenandoah Properties, Inc., and Regents Points Properties Inc. Dr. Luo serves as Chairman and Co-founder of Primal Space Systems, Inc. He also is the owner of King Solomon Vineyard in Schuylkill County, Pennsylvania.
Dr. Luo received his medical training at University of Texas Medical Branch at Galveston. He completed his ophthalmology residency at Temple University Hospital, Philadelphia, Pennsylvania. Dr. Luo has lectured both nationally and internationally on cataract surgery and refractive surgery. Dr. Luo graduated from Fu Jen Catholic University in 1968 with a degree in Biology.
